Telford Homes breach planning permission at Site 1 - again!

Telford Homes have started building on Site 1 despite the fact that they have failed to complete all the pre-commencement planning conditions.

Condition 8 relating to waste management arrangements remains outstanding - of which more later.

We heard this morning that Site 1 had been withdrawn from the application submitted to date - and we're not surprised!  So, in principle, there should be no development on site except excavations of foundations whereas in reality some considerable progress has been made above ground. This is despite the fact that Telford Homes have already had a formal written warning by Owen Whalley, Tower Hamlets Lead Planning Officer,  about ignoring and breaching planning conditions in relation to The Eric & Treby development.

This morning we've sent the following images (below) to the responsible planning officer.  Telford Homes don't appear to be able to read their own plans - as well as not being able to read planning conditions.

This is a very clear breach of the plans for the approved development at Site 1.  The plan is for the rear of Site 1 (next to the old skip area) and the photo has been taken from a flat on that corner of Ennerdale House.

Note the broom handle lying on the ground which gives the scale of the gap left between existing building and new development.

There is no way that the proper distance between the existing building and the approved footprint for the new building has been located correctly.

So - is this yet another example of Telford Homes contravening approved planning permission as well as ignoring the terms of pre-commencement planning conditions?

We expect that Tower Hamlets Planning will be along shortly to inspect the illegal progress being made on site 1 to date.

We'll be very interested to hear what Mr Whalley has to say about this development.......

Telford Homes keeps breaching planning conditions

Telford Homes obviously have no regard for Tower Hamlet's Council's Planning Department whatsoever - or they wouldn't keep breaching planning conditions.  Either that or they don't know which day of the week it is!

Eric & Treby Redevelopment - Site 1:

The processes relating to the pre-commencement planning conditions for Site 1 have not yet been completed.
CONDITION 8 - Refuse and recycling: Required prior to commencement of development (with exception of site preparation works and the digging of foundations).  PA/10/00718 - Refuse and recycling for all NEW BUILD atSite 10 (Brokesley Street)site 12 (Beckley House)site 14 (Ropery/Eric Street) ONGOING  + PA/10/01921 proposal for non-material amendment to revise wording to limit to "prior to commencement of development on each new build site" + PA/10/02464  Submission of details pursuant to discharge of condition 8 (refuse/recycling)  in respect of sites 1, 4, 7 and 9  
of application dated 22/03/10, ref: PA/09/2065 (Deadline" 10th January 2011) 
Consequently there should be no works on new build sites other than demolition and the digging and completion of foundations.  Which includes starting to build above the ground - as is happening in the photograph below - taken this morning from Ennerdale House looking down at Site 1.

Does the Site Manager know what has to happen before building can commence we ask ourselves?

Maybe our local Councillors who are also Eastendhomes Board Members would like to raise a councillor's query about why the Council keeps being ignored by the Contractor appointed by the Board breaches continue to happen?

Telford Homes: Danger! Site gates left open

This is what it says on the gate into the main site compound run by Telford Homes next to Ennerdale House.

So WHY ARE THESE GATES BEING LEFT OPEN most of the time? 

The reality is that the site needs to be made safe taking into account the context in which it operates.

Does the Telford Homes Site Manager not realise that:
  • not all children can read?  
  • a number of parents only speak English as a second language
  • not all adults can read English?
  • building sites are magnets for kids who don't know any better or don't care about the rules.
Why has the EastendHomes Site Manager not insisted that the site gates be kept closed or manned at all times to provide better protection for the children playing on the Estate?

MERA is keeping a record of every time we see the site gates left open and unattended and will be reporting on this to "our man" at the Health and Safety Executive which is responsible for overseeing and regulating how developers maintain the safety of building sites in London

This construction site is UNSAFE!

Next week the schools break up.  There will be small children playing all over EastendHomes' Eric & Treby Estate - in the middle of what we currently regard as an unsafe construction site run by Telfords Homes plc .

Yesterday, we found the gates to the site compound at the base of Ennerdale House to be wide open.  Inside was a large construction vehicle and contaminated ground which has been broken up.

So we took a photograph of the vehicle.........


 .....and the wide open gates to the site at the base of Ennerdale House.....

but then the driver spotted a MERA rep. with a camera (yet again) taking yet more photographs of things that are not as they should be.

Of course we wouldn't need to take photos of a site which was meeting all the Health and Safety Regulations for Construction Sites - but this one doesn't.......



..........and at this point the driver decided it might be a good idea to close the gates

clearly says "children must not play on this site" 
when the gates are closed!

We've made the point repeatedly to the Council that this site - as currently run - ignores planning permission, planning conditions, health and safety regulations and is UNSAFE.

This morning, we've invited the Council to consider again what they need to do to make with this site safe BEFORE the schools break up - next week.
